Recently the Council approved the Poway Road Specific Plan. This plan put a cap of 1148 units (apartments and Condos) along Poway Road. The City has about 10 affordable housing complexes in Poway. For future housing, because the state took away our Redevelopment agency we no longer have the funds. But we have the land. We have teamed up with a partner to build 50 housing units for adults with developmental disabilities. That is good news!
Yes, I support the City's approach to homelessness.
I support the revitalization of Poway Road. This will bring a mix of housing (Apartments and Condos) and commercial investment to our City.
Yes, I support the CLERB.

Why I am running: I am running to finish what this council started: The successful completion of the Community/Senior Center, the Espola Safety Improvement Project and to ensure Poway Road becomes a vibrant and attractive place for our existing and new businesses on Poway Road. And finally, I want to ensure we remain financially secure in the next four years and beyond.
In Describe your vision of Poway Road in the year 2028.
The Poway Road Corridor Specific Plan passed in December 2017, sets the standards and guidelines for the future of Poway Road. “The Outpost”, which was recently approved and will soon begin construction, will be the springboard for future development and improvements along Poway Road. Already improvements have begun: The Creekside AMC Theater is going through renovations, the Irish Pub shopping center looks great and improvements to existing centers are under way. And each new development along Poway Road will be subject to review by the council and our citizens through workshops, pre-development review and Council meetings.
Should the city spend money to add more low- and moderate-income housing? We do not have the funds to spend on low/moderate income housing. In 2011 Governor Brown dissolved all Redevelopment Agencies in California so those funds are no longer available. Fortunately, we have the land. We just need a willing partner to help finance any future housing projects. We found one such partner in the current proposed Villa de Vida project that will provide housing for adults with developmental disabilities
1. What do you see as the key issues the council will face in the next four years
· Continue to balance our budget and maintain city services at the highest possible level.
· Unfunded Pension Liability
· Start/complete the Community/Senior Center and ensure we have the adequate transition space for our seniors.
· Ensure quality development along Poway Road with support and input from our community.
· How to fund and maintain our Landscape Maintenance Districts (LMD) along Espola and Twin Peaks Roads in Poway?
· Future Water/Sewer Rates

I do not support the increased housing density as it will change the character of our great city. The current increase makes no changes for traffic increases and does not provide additional park space. It is very high density on the main artery to our city and we do not need more traffic issues on that critical pathway.
I do not think the city has an in depth plan to address the problems of homelessness. I have seen no plan and have not heard it referenced other than in the context of crime and nuisance. I believe this is an important issue and should have the input of the community and thus I believe it would be best if the council put together a homelessness committee to determine the best path forward. I also do not know of this as a major issue in Poway itself though certainly regionally it is a larger problem.
Do you support any specific projects to promote economic activity in the City? Why or why not?
Do you believe that the Citizens Law Enforcement Review Board (CLERB) has adequate independence, authority, and resources to provide effective civilian review, if there are allegations of sheriff deputy misconduct in the City of Poway? What changes, if any, do you think should be made to that body?

The slow change from "At-Large" to "District Representation" is a great opporunity to refine the focus of development in the City of Poway to the way it was originally intended.

- Community Amenities, enhance the parks and centers we have today. Add funding to the events around Poway, so that those events are destinations known throughout the county.
- Transparency, Budget awareness, and Community Involvement. Make the people of Poway a part of the process once again. Create an environment at City Hall that the citizens want to be a part of.

Biografía
As a representative of the City Council, I hope to provide fresh ideas and new leadership. I wish to serve as an independent representative and voice for District 1 and all of Poway. My primary goals are to enhance the community services for the people and to provide better civic oversight of the commercial improvements along Poway Road. The City, together with private organizations, has done well in establishing community events such as Poway Days, and Poway Rodeo, but additional funding should be invested in community events. Although the Poway Road Corridor Specific plan has good intentions to revitalize Poway, the density, parking requirements, and traffic flow need further improvement. We can better facilitate improvements on this important and visible part of the City while preserving the character of the community. I support attracting new tax-paying businesses and supporting local employers. I also hope to increase City operations by making it easier for individuals and businesses to work with the City. I support effective public safety, park improvements as well as recreational facilities, and veterans’ causes in Poway. I have a business degree and excellent relevant work experience; I am a disabled veteran of the United States Marine Corps); I am active in my local church, my son’s Cub Scout pack and volunteering; I have lived in Poway for 7 years, specifically in District 1.

Do you support increasing the housing density in your district of the City of Poway? What other options might there be for improving the City's supply of affordable housing?
I believe in a plan that makes it easier for the Faith Community to get involved and provide for our local homeless population here in Poway. Those who chose to remain on the streets of their own will would be encouraged to move into affordable housing or with family members.
I support free market economics. This means that any economic activity that would be good for Poway would be supported. I think Poway needs to look at all avenues of potential revenue for our long-term vision. Such a true long-term has been missing from the City for a while now.
The idea that this question even needs to be asked lends to the answer that the CLERB does not currently enjoy adequate independence and authority.
I think this board should have a mutual benefit between the People of Poway and the County Sherrif's who support us. A council member should also participate on this board to provide a listening ear to provide feedback to the other Council members as well as City Staff.

First and foremost, as a Council Member, I believe it is our duty to listen to the people of Poway. We must never mistake our own ideas for the will of the people who elected us. Together the Council and the People of Poway can re-make the City's image into the example for San Diego County.
- I plan to create an environment of welcome and listening within the City Government.
- I plan to maintain and improve upon public safety matters within Poway.
- I want to improve upon the parks we already have and look for opportunities to expand our parks where we are impacted the most.
- I stand behind my commitment to be accountable to the people of Poway.
- - I will always strive to be an active participant in the great community of Poway.
