City's capital improvment program has failed to protect the public.

Summary

Milpitas has forced the residents to pay for water service that will not benifit to residents. This Violates propostiiton 218 section 6 which states 

Your current council member have failed to protect our potable water supply. The latest water study by BARTLE WELLS ASSOCIATES infers the city is now losing 18% of water supply, which is 1.3 million gallons a day. Two years ago our water fee increased by 145% and city charged $1.5 million do to water losses, now due to increased water losses your fee will increase by another 22% and water lost charges is $3 million a year.

 

Residents have reduced water consumption due to the drought, yet the city council members are always approving more parcels this increasing the demand for water and city traffic. The city takes in millions in new property taxes, sales taxes and other taxes, but you're subsidizing the city and other parcels receiving recycled water because the city reduced recycled water fees causing you to pay higher fees. You are also paying millions in capital improvement costs for the city to convert potable water to recycled water that you will not receive, forcing water fees even higher.

 

The city transfers over $2.4 million from the water fund to the general fund for services but the time spent by employees servicing the water infrastructure is not verifiable allowing employees to charge what they want. You’re currently being charged $1.5 million a year for a $25.5 million 30 year bond the city has not obtained.

 

We need a utilities commission for fair utility fees. Today the city does not have an open and transparent city government. I asked for the quantity of water sold to the residents last year. I have not received this data after waiting 3 months. The city violated California Public Records Act because they have not given me the answer.

 

These unfair costs and how the city calculates these fees, which is the fee basis, is not disclosed in the written notice to the public as required by law. Vote out the current council members that have failed to protect our water resources and vote in new members. I’m running for city council, please consider me as a candidate to protect you from being overcharged.
