With over 20 years as a prosecutor, Noah Phillips has spent a career fighting to protect those who can’t protect themselves.  Phillips currently serves as a Principal Criminal Attorney, Major Crimes Division, in the Sacramento County Office of the District Attorney.  He is responsible for complex criminal litigation, primarily prosecuting homicides.

Phillips has earned a reputation as a skilled litigator with extensive experience prosecuting gang violence and family abuse.  He has managed over 100 trials and is a fierce advocate for victims of crime.  His empathy and understanding of the ongoing trauma that victims suffer was intensified a decade ago when his parents were the victims of a home invasion during which his father was forced to shoot and kill the perpetrator.

Thanks to his efforts on behalf of crime victims, Phillips has received the Outstanding Victim Service Award by his peers within the District Attorney’s Office.

Phillips also has served as Supervising Attorney of the District Attorney’s Domestic Violence, Human Trafficking, Elder Abuse units and Consolidated Intake Division. In those capacities, he has supervised lawyers and administrative staff handling the management, review and filing decisions for thousands of cases per year.

Phillips serves as an Advanced POST (Peace Officer Standards and Training) law enforcement instructor.  He is a 10-year volunteer Faculty Member at the UC Davis Medical School, where he has trained doctors in the field of forensic psychiatry and mental health for courtroom testimony.

Phillips earned his Juris Doctorate from McGeorge School of Law, where he was commencement speaker in 1997. He and his wife Hee Kim have two boys, Lucas and Bodie ages 8 and 6.
