Mr. Spencer is an internationally recognized consultant in urban design and transportation planning. Most recently, he served as Executive Director at the Sacramento Transportation Authority, which provided local funding for transportation projects throughout Sacramento County. Prior to Sacramento, he was the national Intelligent Transportation Systems (ITS) Program Manager for the Federal Transit Administration in Washington, DC. In 2016, Mr. Spencer was awarded the prestigious Partnering for Excellence Team award by the Secretary of Transportation. While working for the State of California as a Research Project Manager, Mr. Spencer was recognized for his work managing a cutting-edge research project at Caltrans, where he earned the national research project of the year award.
Mr. Spencer held positions in urban planning as a Planning Commissioner for Yuba City, CA and was elected as the Chairman of the Planning Council for Antelope, CA. His environmental experience was recognized when he was appointed by the Sutter County, California Board of Supervisors, to sit on the Board of Directors for the Natomas Basin Conservancy. Before that, he held the position of President of the Dry Creek Conservancy in Placer County, CA which was awarded Watershed of the year under his leadership. In addition to receiving a Master’s Degree in Transportation Management, he served as Adjunct Faculty for California State University, San Jose. Mr. Spencer has also acquired two undergraduate business degrees and an Associate’s Degree in real estate. He also proudly served his country and is a US Army veteran.
