Campaign Priorities

Summary

This section describes my primary priorities that I will work toward when I am elected to the Scotts Valley City Council.

Maintain the Small Town Environment of Scotts Valley

Scotts Valley is a scenic place with a small town feel.  It is essential that any future growth in Scotts Valley be smart growth that maintains our small town character and green footprint.  We need to protect the Scotts Valley environment and attract businesses that are compatible with this vision.

Town Center

Scotts Valley still needs a “place”  locals can call a town center.  We need upscale stores and nice restaurants with outdoor seating that will draw locals and visitors and will add to the economic base of the city.  Scotts Valley should have a town center that is walkable and inviting.  We need a town center with more trees, with good traffic flow and with adequate parking.

Strategic Planning

Strategic planning is essential for a healthy, economically viable and sustainable city. The City’s General Plan, dating back to 1994, should be updated.  Proper planning will protect Scotts Valley’s environment. Adequate water supplies, along with proper roads and transportation improvements should serve as the foundation and limitation for future growth.

The City should, as part of its budget process, project its financial activity for a period of at least five years, so that all may see where the City is headed and so that responsible decisions may be made.  Strategic planning will allow the city, with community input, to prioritize projects and to determine where limited funds should be used.

Streets and Parks

Properly built and well-maintained streets and parks are important to the community. Our roads must be adequate and safe for drivers, cyclists and pedestrians. Our community facilities and parks should be protected and maintained. When infrastructure is properly maintained, the City will pay less in the long term and the community will be proud of City facilities.

Community Conversations

Communication with Scotts Valley residents and businesses is critical to the health of our community.  Better solutions are found when everyone’s voice is heard. A variety of approaches should be used to regularly engage Scotts Valley residents about upcoming decisions, progress and issues. Jack Dilles will be your representative at City Hall. He will reach out to you, will listen to your ideas and concerns and will advocate for you.
